Ah, just as I posted this I figured it out: At the top of the mech-ant, MAKE SURE the two pipes are properly attached. If all the parts are added to the mech, including the mandible, then attaching the two pipes makes the ant at the upper level shout out.
The two pipes may look like they are attached, but they are finicky.
Ignore the two spraying pipes above the pit of fire; those are not relevant and are just a hazard.
